MAASIN CITY – Relatively unknown candidates filed their CoCs on Sunday at the provincial Comelec office while incumbent governor Damian Mercado formalized his reelection bid as governor of Southern Leyte.
Brothers Jeffrey Jaraba Roden, 31 and Jerome Jaraba Roden, 33 filed as independent congressman and governor respectively, The younger Roden claimed in his COC as PSE trader while his brother, a legal researcher.
Another unknown, Ruel Dumancas filed as vice governor also on Sunday.
Governor Mercado filed his COC as Lakas-Kampi-CMD governor on Monday at 8:47 in the morning accompanied by his brother lone district Rep. Roger Mercado, supporters and his board members, who will file their own COCs Monday afternoon.
The governor was the seventh candidate in the province to have filed their COCs after his brother, who filed on Saturday.
The other candidates who have filed were former OIC governor Gaspar Tagalo as independent board member and Iñigo Costillas, a physician, who also filed on Sunday as board member under NPC banner.
Former Governor Rosette Lerias is expected to file her candidacy as mayor at 3:00 in the afternoon.
Gov. Mercado in an interview with local media who were wearing black armed band, said he has 17 incumbent mayors out 19 municipalities and a city in the province.
Mercado also disclosed his elation that his bet for president, Gilbert Teodoro is already rating. “I was told by my colleagues in the party that Gibo has increased his ratings in a survey,” he said adding “I don’t know if its true but according to them Gibo is already 50 percent in an LGU survey.”
He added that he was happy how Gibo handled the Maguindanao massacre.

During that same year, he was elected president of the CIT Industrial Engineering Council and embarked on a vision to transform the organization from a virtual non-entity to a student organization to reckon with within one year. Together with his team, they were able to organize the first ever CIT Industrial Engineering Week that showcased various activities such as IE inter-school quiz bowl, inter-school sportsfest, CIT IE beauty pageant, variety show, industrial exhibit to name a few. Also in that same year, he also organized various team-building sessions for the CIT IE students. Jerome Roden has left a legacy that succeeding leaders of their organization tried to improve on. Their organization indeed transformed from a non-entity to one of the well-known organizations in CIT.

This kind of transformation is what he wants to happen for Southern Leyte, “From a virtually unknown province to the province that all other provinces would aspire to become”.
Jerome Roden’s 4 years with San Miguel Corporation-Beer Division as a buyer (i.e., purchasing officer), production planner and inventory analyst and his 7-year corporate stint under the sales group of Petron Corporation has further honed his skills in dealing with people from different levels of society.

Is this Santiago City in Isabela? How in the world did he get elected as Councilor in that province when he ran for Congressman of Southern Leyte in the same election year of 2001 and lost to his opponent because of the helicopter bombing incident? Did he file a Certificate of Candidacy (COC) for Councilor in Santiago City, Isabela, and at the same time filed a COC for Congressman of Southern Leyte. And in the same vein he served as Assistant Secretary of the Department of Transportation and Communications (DOTC) from 2002-2003. As Assistant Secretary, he was not even able to get the Panan-awan air strip completed much less upgraded into domestic commercial airport level. Up to this day, carabaos roam the airstrip waiting for airplanes to land on its muddy strip.

Your analysis of time frames per the positions that Roger Mercado held appears consistent. Considering your alleged suspicions to be true, then it proves that the brothers are brazenly fabricating information on personal achievements just to make themselves look good before the eyes of the voting public. What a bunch of phonies!!!

Yup, we better capture screen and copy these documents or they might suddenly vanish into thin air. More unfortunate are our province-mates who are not internet savvy, who have no access at all to such information.
An article appeared on the Southern Leyte Times which was favorable to the incumbents. Then comments favorable to an opposing camp started pouring in. After a few hours, the comments were deleted. Maybe this should be investigated by the Philippine Press Institute (PPI) or the Philippine Center for Investigative Journalism (PCIJ).

With the strength of viewpoints in this website, I am beginning to wonder how much the Mercados are going to tolerate this endeavor. I hope they are man enough to respect the freedoms of the press and speech, and not suppress those who are tired of their inept administration. They have been known to have used their strong-arm tactics on those who are incapable of retaliating. I hope they won’t do it to Jani. Despite the mind set emanating from the Ampatuan massacre, my true name is Daniel Espere, and I do not hide behind the cloak of a pseudonym.

I concur with your assessment of Conressman Mercado’s brief speech. Indeed, the video footage manifests the congressman’s public speaking incapabilities. Moreover, the defensive context of his seemingly rebutttal did not appear to hold relevance to the supposed issue of their hearing.
I am somewhat glad that it is not only I who see his ‘underqualifications’! Be vigilant, my fellow Southern Leytenos! We shall insist and behold the dawn of change for our province’s qualified governance and representation. We need someone who is qualified to fluently and efficiently represent us in Congress. It is not very pleasing to hear from Manila folks that we, Visayan folks, are dumb and stupid. Ohhhh, I hate that mind set with a passion!!! And, Roger Mercado is not helping it either!

Aahha The video really made me laugh. It is nothing new man oi and I have seen the worse of Oging’s speeches man sad. There are even some that gets you wondering if he is a big fan of Paula Abdul. Although I don’t primarily consider the gift of gab as primary factor in choosing candidates, I understand that a lot of us here are disappointed man sad. Heheh. The congressman has been in congress for a decade already and he should have made efforts to improve his speeches as he is not just representing himself in when he talks in public. I can only imagine what they are thinking about us after hearing what he has to say.
@ Abe. We need people who can do more than speak on the World Stage. Governance is not Miss World. There are people who do good in their jobs who are not very articulate but it is really really better to have ones who can make us proud.
The Mercados are no good at speeches in English and I believe they know that. Sir Malon on the other hand is good at it but you still can’t compare it with Rosette’s. She holds a masters degree in Speech and Drama. The elections is more than who can speak well and I hope you are mature enough to understand that. If we are in it for the speeches, then we should be preparing for a Literary Musical night instead.
Again I’m not endorsing anyone of them. I’m just advocating for the right things to consider in choosing leaders.

I agree that there are better ways, but in light of the escalating excitement that pushes the momentum of the aura of this upcoming election, I expect that other mistakes are going to be made by any of the candidates. There’s gonna be “bloopers”, Man! It’s up to us to evaluate who’s the heaviest with the best programs or agenda and deserving of our votes. In the meantime, I think the Mercados are really going down the tubes this time unless to do an Ampatuan-like thingy! Simbako lajo ra to uy!
