Tacloban City (13 January) — The Regional Disaster Coordinating Council (RDCC-8) convened yesterday its technical working group to discuss parameters to address zero casualty for loss to life and property in case a disaster occurs.
According to Angel D. Gaviola, Regional Director Office of Civil Defense (OCD-8) “that nobody can tell what will happen in 2010″, it is better to have a plan of action as early as possible specially a contingency plan so that there is a system of whatever the action a Provincial Disaster Coordinating Council (PDCC), Municipal Disaster Coordinating Council (MDCC), and Barangay Disaster Coordinating Council (BDCC) as the case maybe to combat any adverse effect brought about by the disaster in their respective area of responsibility.
Dir. Gaviola specifically identified that flooding and landslide are the common occurrence region 8 is hit that results from a high turnout of rain fall.
Majority of region 8 is a flood and landslide prone area as reported by Mines and Geoscience Bureau (MGB-8) thru its Geo Hazard Map.
Tacloban City a Highly Urbanized City (HUC) which is the center of commerce in region 8 is a flood prone area, and as reflected in the Geo Hazard Map, the vast of water supply that will create flash flood in the entire city will come from the mountain in Quarry District located at the compound of Eastern Visayas State University (EVSU), one of the premier university in region 8.
A scenario has been made that if Tacloban City will be hit by a flashflood due to the vast water flow, Leyte Park Hotel located on a hill overlooking the beautiful San Pedro Bay and City Hall which is located at Kanhuraw Hill are two places that is safe to go which is located along Justice Romuladez Street.
With the past experience that damage to life and property is tremendous, Director Gaviola appeal to the Local Chief Executives to build a permanent evacuation center where people affected can be safe from the devastating effects as well as any assistance will be immediately given due to its readiness to receive and distribute. When we used to work with the former National Civil Defense Administration – DYCH (first radio broadcasting station in Southern Leyte) in Maasin, Southern Leyte, we had to learn about being prepared and had contingency plans to deal with the natural disasters. That was in 1965 to 1968.
Since then, this writer went to continue college at the Lyceum of the Philippines in Metro Manila. He and his roommates at the boarding house-apartment in Malate experienced the first major earthquake in 1968 which caused the deaths of hundreds of the residents of the Ruby Tower. We went very early in the morning to see the rescue operations to save as many victims of the earthquakes.
The experiences this writer had with the earthquakes when he was a student, worker and resident of Pasadena, California in 1979 – 1995, especially the deadly and destructive Northridge earthquake in 1994, taught him a very good lesson. He resigned from the 13 years of very good and stable career with the world’s largest advertising, fund raising, media, public relations and TV production company based in Pasadena in order to get away from the earthquakes and the pollutions which were and still are the major issues of concerns in California.

The natural disasters are going to happen again, again, again, again, again .. in the Philippines, just as recent as last September and October 2009 due to the typhoons Ondoy and Pepeng, last month’s Mayon volcano eruption, and the last 3 days 7.0 magnitude earthquake, which killed over 50,000 people in Haiti where the are hundreds of Filipino peacekeepers for the United Nations and civilian workers.

Chile in South America, which faces the eastern side of the Pacific Rim, just suffered an 8.8 earthquake this Saturday morning, February 27. A “Tsunami warnings were issued over a wide area, including Hawaii, South America, Australia and New Zealand, Japan, the Philippines, Russia and many Pacific islands.”
“The Pacific Tsunami Warning Center said a tsunami was generated that could cause damage along the coasts of all the Hawaiian islands.
“NBC station KNHL reported that the first tsunami wave was expected to reach Hawaii’s coastline at 11:19 a.m. local time (4:19 p.m. ET).
“Urgent action should be taken to protect lives and property,” the Warning Center said in a bulletin. “All shores are at risk no matter which direction they face.”
“California also warned its coastal cities to prepare for possible tsunami waves. A tsunami advisory was issued for the coast of California and an Alaskan coastal area from Kodiak to Attu islands. An advisory means there may be strong currents, but that widespread inundation is not expected to occur.”
Since it is evening to nightime in the Philippines and most of you are sleeping, please fellow Filipinos “be prepared” for anything or the tsunami, which may reach as far as our country due to the 8.8 earthquake and aftershocks in Chile!
